Detective Alder's reward for submitting his complaint to RWCPD he was Ordered to go home and place on administrative leave.
This is why reporting should be to a Citizens Oversight Committee.

City of Redwood City pays $150,000 to victim/whistleblower to settle Federal lawsuit and workers comp claim.

Former Detective Ryan Adler submitted a 13 page report to Human Resources of Redwood City they returned it to the Police Department for investigation. It's probably not the best policy to have the PD investigate one of its protected officers. The day after Adler submitted his complaint he was ordered to go home.

That is not a good way to treat a victim.

The leaders of Redwood City have learned nothing from this, they paid taxpayer money to settle, and didn't address the problem.
